My friend is a Canadian citizen, recently retired and has been living in India in part (filing taxes there) and has been staying in the US recently on a B-2. He does not have a residence in Canada and is planning to invest in a business and wants to apply for a E2.

He has been advised that a consulate interview is inevitable if he ever leaves the US. So, my friend wishes to know whether he can pick a consulate in Canada of his choice to apply for an consular interview appointment to be granted the E2.

He would like to start his business soon but the waiting time for an appointment at Toronto or Montreal is roughly 42 business days, while at Ottawa it is 14 days and Halifax it is 5 days. Ideally he would like to apply at Halifax. Can he do so?

Thank you.

if you ring and ask they will tell you. You can apply at ANY US Embassy that is willing to give you an appointment. However he has to have actually invested (or signed contracts with committed funds in escrow to do so) as "planning" to invest won't get a visa.

I think you will find that it is Toronto that deals with E2 visas. The canadian US embassy site is way more informative than the London Embassy site, but you'll find all roads lead to Toronto.
