Not a requirement as such, but if you are an A Visa holder it means you can apply along with US citizens and green card holders. An A visa is given to diplomats, their spouses, or their employees in the USA. I am on an A1 visa for example. What the advert is saying is you can't apply for the job if you are on visa of any sort, except an A visa.
