Attached Final document and below the update to go with it.

It appears that there are positive changes on the E2/London front. Please see the State Dept's comments per a Liaison Meeting with the American Immigration Lawyers Association (AILA) and the State Dept Visa Office of October 11, 2006:

"London has recently made significant changes to their E visa application process with the goal of clearing out the backlog by the end of December and holding processing times to 8 weeks thereafter.
They have increased staff devoted to E visa processing and instituted a policy of reviewing the case in advance and asking the applicant to bring any specific additional information to the actual interview. They have discontinued use of the Request for More Evidence form.
Applicants are not required to re-register when they come for visas. In cases where a company's registration has expired and it has submitted renewal forms, London will do an expedited review of the tax returns and issue the visa so as not to hurt the company's interests.
London has begun triage of applications to deal with the most easily-approved cases first.
Changes are being made to the E website, streamlining the requirements and making the process transparent for applicants."
Also, general comments relating to all E visa applications:

"Review of a company in conjunction with an E application should not take several months. Our upcoming guidance on the E adjudication process should address a number of issues that will help to alleviate this situation, including developing a mechanism for sharing information on E approved companies worldwide."
